No signup, it's automatically done by the game.
I've seen much smaller regions listed, so if being "featured" has nothing to do with the list, then what does it?

The region's name is listed on the world page and that's it.
There are some nations traveling from region to region, but from being in a "featured region" recently, it relly didn't do much but bring a little bit of fun through for the day.

It attracts nations to your region, and gives you a membership boost. Some of those nations will leave for the next Featured Region, but hopefully some of them might stick around.
