Basically, all of these things are roleplayed, or "RPed". In short, you make things up. On the RP forums ("Nationstates" and "International Incidents") game statistics are not everything.
Some people have threads or seperate sites defining further (RPed) details about their nations in addition to those provided by the Nationstates site. Similarly, some people ignore details on the NS site or substitute others because they feel it makes a better story or makes them look better. So long as you can convince those you are RPing with to agree with your details, your military and other national details may be whatever you want them to be.

If you are interested in role-playing (and I hope you are, new players are always welcome), I would advise you to begin by reading other people’s threads in International Incidents (http://forums.jolt.co.uk/forumdisplay.php?f=1230) and/or NationStates (http://forums.jolt.co.uk/forumdisplay.php?f=1223) forums.
Once you feel you have read enough of how role-playing in different technology levels (Tech Level/TL) are conducted, it is probably the best time to decide what your nation’s TL will be (though nothing prevents you from deciding it from the beginning, if you already know what you want your nation to be; you may even create different nations to role-play in TLs). Nowadays, most RPGs take place in Modern Tech (MT) or Future Tech (FT); MT is pretty much what we have today, plus/minus ten or so years, while FT is usually space-scale role-playing (ground battle can also take place in there, but it will ultimately be fleets of spaceships that will decide the war’s outcome), think of Star Wars or Babylon 5 (from the movies), or Crest of the Stars or Legend of Galactic Heroes (from the anime).
Once you decide what your nation’s overall TL is, it is probably a good thing to develop some more details about your nation. You can do it either by starting introduction (Intro) thread (for example, inviting fellow leaders from the same tech level to a diplomatic meeting), over course of which you describe different aspects of your nation and establish your first diplomatic relations, or by creating a page about your nation. If you choose the second (which is probably good thing to do sooner or later anyway), a good place to start would be NSwiki (http://ns.goobergunch.net/wiki/index.php/Main_Page), where you can easily create pages with detailed information about your nation, and also important characters, alliances, wars, and about anything else.
This should make you fully ready to partake in role-playing, even if you had no previous experience with it (experience will come with time, don’t worry). Have fun!
