Is there a way to keep my population lower than 10 million. I'm trying to make a small socialist nation like Iceland.

No, 'fraid not.

It keeps climbing, no matter what.

I'm sure someone else knows the percentages and whatnot.

I don't think the issues have any effect on population, even though a few claim to. But quite a few people roleplay with smaller nations than their actual stats.

I think that if you keep your nation in vacation mode, then you don't get issues or population growth. I may be wrong thought so don't quote me on it.

Population growth happens as long as your nation is in existence. Once you're past the initial 1-2 million growth, your nation grows somewhere between 5 and 8 million every day.

Issues do NOT affect population, ever. Even if they sound like they would.

You might be right. I was in Vacation Mode for much of my existance, and I currently have a population of 3.6 billion whereas many other nations my age have over 4 billion.

Then again, it could be because I forgot to log in and had to resurrect my nation several times...

That would explain your smaller population.
