I'd suggest you seek the most active region cause some of the bigger regions here are filled with inactive or soon to be inactive nations.
Gatesville is probably the biggest, and The Lexicon is almost as big.

Uh... no. The 5 Pacifics are the largest regions in the game. Always will be too. :p
There's a list on Safalra's website.
The biggest region is The Pacific, which, though it also houses many inactive nations, is home to the New Pacific Order. It's certainly worth taking a look there!
