i have just become a UN delegate and i'm not sure what it means, i have read through the FAQs but i do not fully know what it means.

Well, it means you have some small amount of power basically. In your region, the founder has delegate controls off, which means you can't kick anyone or modify the world factbook. But you can vote on UN Resolutions for your region and approve proposals now. You could also ask the founder to turn the controls on for you if you want more abilities.
It also means you get your flag and name displayed at the top of your region's page, some small amount of recognition. :)
