Why is it that I've been playing this game for months now, and no matter what I do or choose - private enterprise remains illegal? It doesn't matter what I choose. Is there some underlying anti-business element to the game?

No, what you want to do is vote for anything that is pro-big buisness, or even remotely related.
Ie: The uranium mining issue, by voting for strip mining, it helps buisness.

It is possible to get enterprise legal.

I have voted for every pro-freedom, pro-business resolution offered. Tax rates are at 0% - etcetera, etcetera. It seems odd.

The game clearly has a left-wing bias to it, which is unfortunate.

This is not true, and I am an ardent capitalist. One should read the questions posed at the beginning of the game more carefully next time around. ;)

Keep with the pro capitalist proposal choices and it will eventually change

The small, pro-business government concentrates mainly on Law & Order, although Defence and Commerce are secondary priorities. Income tax is unheard of. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Book Publishing.

-->It's a small pro-business government where income tax is unheard of and yet private enterprise is illegal? Strange, indeed.

lol. Even though that is somewhat ironic, i think it means that big businesses are endorsed, but private enterprises aren't allowed. The word "small" describes the government, no the businesses.
