Lancre's Regional Constitution
The Great nations of Lancre have voted and agreed on this constitution, which they shall obey without question.
Section 1: The Delegate
The Delegate of Lancre is chosen by means of endorsements. The nation with the largest number of endorsements becomes Delegate. It is acceptable for a nation to endorse any nation at any time, even if the nation will become the new delegate.
Section 2: The Delegate's Second In Command
The Delegate can choose a second in command at his discression to conduct polls in the Lancre website forum when he is in need of a rest from duties. In this situation only recommendations to the second in command by telegram will be polled (polled by the second in command). The results of a poll will be carried out by the Delegate later. The Delegate is obliged to select the founder as his second in command though can change his choice depending on the political climate.
Section 3: The Powers Of The Delegate
The Delegate is allowed to change the world factbook entry in the regional control panel without the need of a poll among the nations of Lancre. The Delegate is, however, not able to change whether password protection is active or not (but can decide the password and is not obliged to share it, if password protection is decided) without a poll, nor can he eject a nation without a poll, or ban a nation without a poll. A poll concerning password protection will be cast when one nation has expressed a need for a poll by telegramming the delegate. The poll must last for over four days to allow most nations a chance to vote and must be conducted by the delegate or his second in command. The second in command would later inform the delegate and he would make the necessary changes. If a hostile nation enters (a hostile nation being one which has caused two or more nations to telegram the delegate with concerns) the delegate has the power to commence a shortened poll lasting two days to decide if the nation should be ejected and/or banned. If a very hostile nation enters (a very hostile nation being a nation which has caused four or more nations to telegram the delegate with concerns) the delegate has the power to eject and/or ban the nation without any poll. If the primary poll gives an equal result, a secondary one will be conducted. If this fails and gives an equal result the delegate and his second in command will decide on the issue themselves.

The Delegate will have to put proposals into the UN on behalf of the nations of Lancre who are not in the UN, if they have been passed by Lancre's founder nation (Sirocco). The Delegate has the right to choose his own option for each proposal which is being voted for by the UN and choose his own proposals to endorse.

The Delegate cannot change the constitution without a poll being cast. A poll shall be cast explaining the recommended amendment when one nation has telegrammed the delegate or his second in command calling for a change. The poll shall last for over four days.

The Delegate can at any time retire from his duties even though he has been endorsed as Delegate. However he must tell the nations of Lancre so that a new Delegate can be elected.
