There are plenty of regions with senates but I don't know whether any have a congress.

Sentes, Congress, whatever a governing body in which Nation can take part in.

The New Meritocracy and The Lexicon are ones I would recommend offhand but most of the feeders have some kind of democracy (although they are all dictatorships really).
Apart from them I would try hunting around on the forums of some large regions and seeing what they have to offer.
