Seriously though, I totally agree. If you want to recruit people for your region try other methods. Smilies are not regarded as good methods. Try inticing players by telling them what kind of governmental system your region runs, or the types of activities members are allowed to utilize.

And frankly, those reasons that you have given arent real reasons because here at NS there is really no way of granting those to anyone nor gaining them for yourself. (unless RPed or possibly Invasion, but not even those really)

In short, give them reasons to join you. Good luck.
