Whats a good way to get regional RPing started?

Recently my region has decided to start Rping, and weve got a map, but we lack a storyline or ideas to get our RPing started.
Anyone got any good ideas?

Perhaps, if there's a "Divide" in the region (half Communuist half Capitalist, etc.) then you could have a war over that?

My region started up a regional Security and Trade Comission, and pretty soon into that there was already a good deal of interesting controversy. There's a lot you can do without just going straight into continental warfare.

How do you RP sport? Wouldnt it just be:
"I kick the ball at the goals."
"I block it."
"I try again."
