well, I think that Max Barry (or is it Berry?) explained this on the News or FAQs or something, but basically its this:
-You slowly gain influence over time
-You gain influence faster if you have UN endorsements
-You lose influence when you change regions
-Founders and delegates must use some of their influence to set passwords and expell nations
-The higher your influence, the more influence a founder or delagate must use to expell you
I think that that's about it.

Yes, it adds another issue for people attacking regions.
