I have yet to see a nation in the top 30 with a population of over a billion! For God's sake, an 8 million nation is in the top ten! What gives?

It depends what they're rating. I have yet to see them rank population.
Just think of it this way, say they're rating how politically free the people are.
Country A has 3 people.
Country B has 9 people.
Each country gives freedom to 2/3 of their population, so country A has a higher average for political freedom (per capita). At least that's how I figure it works.
