All those against regional influence post a short statement here:
I was an offsite admin for 3 months in my region. I have been in game in my region from December. If the game staff has really been working on this for like a year as one of their members has claimed, then why is March the first log month? I am just a minnow, even though I am one of the most experienced nations in my region. I am outraged at the new system also as I have heard that with a large enough invasion group, it makes invading easier.

Part of your issue is that your ranking is not high enough? Maybe I am not title hungry, but I am happy with my minnow status. All that matters is that your delegate has plenty of endos and his ranking is high. Oh and as long as you have a founder who is active and controls to the delegate are turned off then you have no worries.

The problem is I have a puppet in a region with an inactive founder

People are going to be disgruntled or dissatisfied with the changes right off the bat until they understand them. Hack - expect this, and be prepared to let all that burn out before people's eyes and ears really open up to the changes. Don't frustrate yourself over it :)

Something similar to this recently happend at my place of employment. We implemented a new program to take the some of the workload off of the management team, and many people freaked...now, it is forgotten.
