I chose the issue that gives my police satellite-guided truncheons in an effort to increase my Law and Order budget, said effort causing my civil rights rating to take a beating, and my XML feed still wrongly states that I have no Law and Order spending.
Is this a problem with the issue, the XML, or are the Mods just singling me out as their whipping boy du jour?

How do I KNOW it is wrong? Well, the fact that my police now have satellite-guided truncheons because I selected an issue that increases Law and Order spending kind of proves that, I don't think it needs any further explanation than that.

So? The variables go into negatives, as well. Let's say you had -10 for Law & Order. This issue increases that value by 5. You still have -5, so the XML would still show it as being zero.
EDIT: To clarify, the mods/admins have said the variables go into negatives, but the XML doesn't show them - so a -5 value (those values were completely hypothethical, incidentally) would show as 0.
That's what I assume happened.

Ah, so that's why my defense budget is still zero even when I chose to increase spending in various issues.
Alright then, on that topic, what is my defence budget technically (i.e. how many times would I have to raise it before it would become a positive integer)? I've raised military spending several times but it's still at 0%, so I'm assuming it's still negative.
(Also that would explain why taxes sometimes can't be lowered: technically every time you increase taxes it goes up, even if it's already 100%, so some nations would have 150% or 175% tax rates...)

Hack once said he had a -400% tax rate. The test for admin applicants mentioned listing variables in the range of -200 to 200. So presumably there's quite some leeway.
