I'm wondering what the first NS country is, or the earliest one in existence, it's been bugging me for a while.
Also, does Max Berry have his own nation?

The first nation created was Maxtopia by Max Barry.
The oldest nation in existance but not necessarily the one created first is Praetor.
Max does have his own nation/s but he won't tell us for obvious reasons.

How did you find that out? (The XML feed doesn't list founding dates for the oldest nations.)

The first created nation of all those alive today is Last Hope. Elbonia is the longest continually living nation. Praetor is the largest nation, and Thomasia died and was resurrected a little while ago.

How does one nation have a larger population if it has not been around as long? Population is determined by time... does pop growth stop when said nation is deleted and that is the reason why this is the way it is?

A while back there was a population bug: some nations had accelerated population growth. Praetor was one of these.

There was a population bug that, essentially, gave nations twice the population growth.
Yes, it's been fixed. No, you can't have it.
As for knowing how Last Hope is the oldest, on the old forums, your forum ID was based on your nation number. Last Hope was, I believe, 12. The previous 11 have long since lapsed into non-existence.
