What does it mean when I receive a telegram stating, 'Laws have been enacted to bring the Empire of Manskistan into compliance with the United Nations resolution "Abortion Legality Convention.'"?

It means that you are in the United Nations and that a UN Resolution recently passed. The game sends out an automatic TG to everyone in the UN when that happens. :)
