how do i change things like if i wanted to get rid of one of the laws that has already passed or is there no way to do that?

If you mean like the UN, you can't-- unless you leave the UN.
If you mean issues, wait until the issue comes up again, or change it in all of your RP's.
everything keeps chainging, just like an old man in china said five thousand years ago. sometimes it is difficult or beyond even the most powerfully possitioned of our individual selves. in this alone there is a touch of realism.
all you can do is keep making the kinds of decisions that feel like the way you want to play it, and let whatever effects the authors and editors of each issue intended them to have do what they may.
you can of course edit a small number of your basic starting peramiters, but that's about it. this too is not entirely unrealistic, however wild, paradoxical, even absurd the consiquences may sometimes seem.
(there are times when my own taste in absurdities differs greately from those of 'the game' its mods and author, as do each of the many of us with each other. this is simply a given that comes with the territory)

Basically, what Pythgoria said. If you want to change your U.N. classification or, say, economy rating, just make different choices on your new issues.
