Read the stickies... read the stickies ... read the ... oh, all right.
1. Population increases with time. The longer the nation's been around, the bigger its population. The game mechanism assumes that your citizens know what to do with their spare time.
2. Wars are RPd, usually on International Incidents. You get more respect if your reasons are fairly realistic (unless you're taking on Omygodtheykilledkenny or The Eternal Kawaii, in which case, be prepared for entertaining insanity). Most reasonable people will help you get the hang of it. Don't use smilies, don't jump into an established thread without asking, try to stick to a consistent level of technology and telegram the thread starter if you're in any doubt at all. Threads with a low post count, labelled Open, are what you're looking for.
3. Your forces and weaponry should have some connection with your nation's capabilities; a 4million pop would have trouble supporting an 8million army. You can buy weapons at storefronts if you've got the money. Check NS Tracker (http://nstracker.retrogade.com/) (click on the underlined words) to find out what your resources are.
This is just what I've picked up as a non-war-playing nation. The consistent RPers will have more advice. Check the forum at Role Play University (http://s14.invisionfree.com/RPU/) or read up on any nations that interest you at NS Wiki (http://ns.goobergunch.net/wiki/index.php/Main_Page).
Edit: The Sunset Calculator (http://www.sunsetrpg.com/economystatistics.php) is another good source. And for detail on military, ranks, weapons, etc, take a look at Cobdenia's (http://ns.goobergunch.net/wiki/index.php/Cobdenia) Wiki entry.
