It's best not to think of the UN rankings as a certain "place", because its not. NS is a freeform game, so there's no real "winners" and "losers".

What the UN ranks every day changes. That means that although Ceorana is usually around 45th in the region for Largest Trout Fishing Sector, its 2nd for Most Politically Free.

If you want to get to the top in one category, make extreme decisions towards it on your issues. That will make you towards the extreme end of the scale.

Remember that the UN rankings are not the main part of the game for many people, just a little bit of fun. But it can be rewarding to finally get to the top on one of the rankings.

...however, you must answer as many issues that relate to that ranking as you possibly can if you wish to increase your ranking. Larger nations have had much more time to answer many more issues, so they are going to be understandably beyond your reach for quite some time. But keep at it and you will rise through the ranks.

For instance, if you wish to reach the top of an economic ranking, you must answer in favour of businesses in as many economic issues as you can. Give businesses the freedom to make as much profit as they possibly can, and your economic rankings should gradually increase. If you wish to rise higher in an educational ranking, pour as much funding into education as you can by answering issues in favour of increased education spending. If you wish to increase your rank in 'most politically free' rankings, then make sure you give your people as many political freedoms as you can. And so on, and so on. It is all to do with issues, and how many you can answer, basically. And if you continue to answer issues in a particular way, your rankings will gradually change accordingly as time goes by.
