where can a UN member go to vote for a UN resolution? I can't find it. All I ever see is the issues page.

Click the link that says "UNITED NATIONS" in the sidebar.

do you have to be a delegate? I don't recall ever seeing a voting link/button when a resolution was up, only that it was debated in the UN forum.

Normally in the "RESOLUTION CURRENTLY AT VOTE" area. Near the bottom of the resolution text you see the list of names and then a line (forget what it says exactly) but it says "(Nation Name) is Undecided. "Vote For or Vote Against".
EDIT: But you do not have to be a Deligate. All you have to be is in the UN.

There should be a line at the bottom of the resolution saying:
Phi love's position: UNDECIDED [Vote for] [Vote against]
You click on which you want.
