If two nations from the same region have the same number of endorsements, what determines who becomes the UN delegate?

I think it is whoever had more endorsements first, correct me if i'm wrong

If there is already a delegate and there is a tie then the delegate will stay as delegate. If there is no delegate and there is no tie then I think the person who got the endorsements first will become delegate.
Correct me if I'm wrong.

With a delegate already in place, delegate stays in place with a tie.
With no delegate, it should be the nation that moved in first. (although the mods have said sometimes this seems not to happen)
