The Libertarian Republic of Stumpneria is a massive, economically powerful nation, notable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 3.186 billion enjoy some of the most opulent lifestyles in the region, unless they are unemployed or working-class, in which case they are variously starving to death or crippled by easily preventable diseases.

There is no government in the normal sense of the word; however, a small group of community-minded, pro-business individuals juggles the competing demands of Law & Order, Education, and Commerce. Income tax is unheard of. A powerhouse of a private sector is dominated by the Information Technology industry.

Jennifer Government is a bestseller, the government has cut its subsidies for all special interest groups, the latest Harry Potter book is a bestseller, and 'Mountain Doobie' is widely regarded as the nation's favourite drink. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Stumpneria's national animal is the eagle, which frolics freely in the nation's many lush forests, and its currency is the coin.

Stumpneria is ranked 15th in the region and 4,113th in the world for Largest Information Technology Sector.
How can I be notable for having an absence of social welfare, yet crime is totally unknown, thanks in part to progressive policies in education and welfare?

Your education system must pick up the slack of the welfare. It also says the police force helps too. Considering those categories are two of the top three in your budget priorities, it makes sense that you can manage a low crime rate without welfare.

The extra descriptions added at the beginning, i.e.:

The thing about these descriptions is that they're very hard to get rid of once you get them. I had the same thing as you, except I had actually recently answered an issue specifically about welfare and it still told me that. It will eventually go away if you are consistently pro-welfare. Also, your nation description is often contradictory. People have gotten to the UN category Anarchy which has a description claiming there is no government, while in the next paragraph they have a huge, corrupt, omnipresent government. Every section of your description operates independently, and as such there are no algorithms to stop them from contradicting themselves.
