Does anyone know any nation with this ranking? I've seen Corrupted Political Freedoms, and Frightening Civil Rights, but never Widely Abused. Would be interested to see a nation that did have this, merely to gape in awe at them.

He asked for Widely Abused Civil Rights. There used to be a nation with this ranking, but it died. I don't know if there are any now.

Basically means that your nation's laws regarding civil rights are so lax, that people can do almost anything in terms of civil liberties, in the sake of civil liberty, even if it comes at the expense of the larger society or it's institutions. In other words, it's social anarchism.
I've seen a few nations with this ranking, but they are rare indeed. Check out the region "Anarchy", there's bound to be a couple in there, I know there's a few "excessive" rating nations.
