This is a question for gameplay, and thus I'll move it thence, but the essence of the answer to your question is as follows;

Answer issues by selecting options which will lower the tax rate. It's usually pretty obvious which these are - they talk about giving people tax cuts and so forth.

You could also try selecting options that would be cheaper. I.E.:The option about how terrible the roads are. If you select to ignore the problem, or better yet, give the roads over to private industry, the government will be spending less money and therefore the tax rate will be lowers negligibly.

Two issues lower tax rates significantly.

"Accountants excited" - choose last option
"Give us money, quoth the poet" - abolish funding for interest groups.

And in general, and to flex my "stating the obvious" muscles, avoid picking options which obviously require your government to spend money.

Improve your highways? That'll cost ya...
Initiate a Space Program? That'll cost ya...
Increase funding to education? That'll cost ya...
Build a bunch of nuclear reactors? That'll cost ya...

You know what I thought was wierd, my nation has a 100% tax rate, mmkay? And I realise I have $0.00 Consumption. Well, I got this issue, A Taxing Dilemma, a while ago, and I chose to lower my taxes. No what happens next, first comes morning, I am excited to see if my Tax went down and Consumption went up, but nuthin' happens. Everything stayed the same. What up wit dat?
