How to play the game?

I've had my country for over a month now and have been responding to issues regularly but nothing seems to be happening? Is that all there is with this game? How does it work? I'd like to implement a new form of government for my country is there any way to do that? I want to do away with a presidency or dictatorship and replace it with a ruling council, how do I do that? Is that even something I can do in this game?
I think I'm missing something?

You might be missing the FAQ (http://www.nationstates.net/35194/page=faq), and a region with active people, who constantly organize things.

I've read all the FAQs, and most all the stickies in all the Forums.

So is this game just kind of a text based role-playing game? I thought it was about organizing and governing a country?

How do you know if a region is active or not? I check my region's page every day, and there's a little chat section at the bottom but it usually only has a half dozen new messages each day and they're usually jibberish or just trash talking? Is that the "role-playing" part of the game?

There's more to the game than just role-playing and governing a country.

No, the jibberish or trash talking is not role-playing. Usually the Civil Headquarters (that regional messageboard on the region page) is used for talk, and not role-play. If you want to see an example of role-play, then the "International Incidents" and "NationStates" forums are where you want to go. Most off-site regional forums will have sections for roleplaying, too.

An active region usually has constant discussion (with the oldest post being a day old or less) on the Civil Headquarters, a forum with many posts a day, that kind of thing.

If you want to have more fun in NationStates, I suggest moving to a region with an off-site forum (many regions have them).

I just joined a few days ago and since I joined a region yesterday I'm swamped with posts to read and things to do. I reckon if you want to get a lot out of the game join a more active region.

try Liberalia, we're looking for more people and its got loads to do.:D

Yes, you can change it. But ...

Yes, you'll have to roleplay it. And yes, the roleplaying is text-based (unless you want to try it on one of the direct chat forums?)

I think there's a thread in Gameplay about what regions specialise in RP, but it's too hot here for me to bother finding it.

Recent threads in II about 'elections' or 'revolutions' will give you some ideas on how to RP political changes, though.
