Is there a way the founder of a region can delete a message posted by other member nations on the region message board thing (civil headquarters) ?

You mean like being a moderator of your own region? No. You can only control your control panel and what's in it.
If the message is spam, you may push it off the top by posting *founder clearing spam* as many times as is necessary.
