My country description says "Private Enterprise is illegal", Why is that? I can't imagine how I could have answered any of the introductory questions that would have caused the statement "Private Enterprise is Illegal" and its been that way from the start, and I haven't answered any of the later issues in a way that would support that statement.
It seems like a lot of these things are just arbitrary, is that just the way the game works?

Well, the only issue decision still preserved on your nation page which seems to have to do with industry is:
"Heavy industry must go to expensive lengths to dispose of waste and avoid even more costly cleanup costs"
Which indicates that you did decide against business in favor of environmental concerns on at least that issue.
