Ok. so powerhouse was very easy to get, and for like a month now I've only been selecting issues which help the economy, everything else be damned.

However, I keep getting the same issues over and over again, keep selecting the same econ. raising options, and no change.

What should I do to improve the economy?

But my main problem is that I keep getting the same issues over and over again and I don't know if this is normal or how to change them or what?

BTW, trust me, be happy that issues keep repeating sometimes. They will help undo any wrongs that you have done before with them.
