How do I change or institue a form of government for my country?
I understand that the government indicated in the main nation summary page is determined based on how I answered the startup questions, will it change based on my responses to issues?

But I would also like to describe a new form of government for my nation, something based on a 7 member ruling council, all of equal power, elected to 15 year terms, with staggered elections one every 3 years. The 7 members are all equal, and take turns serving a one year term as honorary head of state.

Well, there are I think 27 types of Government. If those 27 are not what you want then, you can't have yours.

You are one of the 27, and if I were the Nationstates God, I would not make special Governments for individuals.

You'll just have to RP that. None of the government types are very specific, for the one you want you could do anything with upper-medium to high political freedoms (Very good and up).

I changed my pretitle to "Conglomerated Oligarchical States" when I was old enough to have a custom pretitle, and I simply don't pay attention to anyone who says otherwise.
