The founder has left my region, and now noone can access regional control! Is this supposed to happen?
Well you need to fcontact your founder, tell him to allow the UN delegate to access regional control and then elect somebody. If your founder won't then you need to move regions.

If the founder nation is outside the region, the UN Delegate can access the regional controls.
