If one is role-playing a war and loses, is he obligated to comply with the occupation for later rping or can one start over as if it never happend. Just a thought.

depends on what the winner and loser agree on
Typically it is good form, and makes for better story-telling to comply...though, an occupation should have a time limit...and, as you no doubt know, time is flexible in NS - so if they occupy you for a term of 5 years...that can be as little as 5 days in NS time.
