Yes, it can, but it seems as though in NS, government size is closely tied to government corruption, possibly a reflection on human nature. But your description will change, so if you answer issues to decrease government size, with less bureaucracy and fewer civil servants to backpocket pension funds, I'd have thought your corruption levels would drop.
