Welcome to the thread on the League of Small Regions.

A "Small Region", for the purposes of this League, is defined as a Region with twenty-five Nations or less.

Regions in the League help each other grow, by attracting new members to each Region (if the Region so desires).

Regions help to endorse proposals presented by other regions in the UN.

Regions have economic and military aid from all other members of the League.

Regions are allowed to grow and have more than twnty-five members after their admitance. This will increase their responsibilities within the League, particularly towards smaller members.

Any Region interested in joining should either post on this thread, send Kazikamimoto, Lapse, Private Dunkum, United Tribes Cacicate or Minas Mordred a telegram or post in our forum. You will have a trial period in which to settle into the League.

Also, if you are interested, you may become a Watcher, at first, and observe the goings-on of the League before joining full-time. All you have to do is ask to become a Watcher.

Feel free to register in the forum as soon as you can. We are always in need of new active members, so we can have a more varied assortment of ideas.

Applying Regions should check back to this thread to see whether or not they were accepted. The result is usually up after a few days. Thank you for the interest. :)

The Prime minster of The Federation of IPsec, on behalf of the Region of New Aldaran( 2 member nations), would like to humbly request admittance to the League of Small Regions. New Aldaran is a Region of Strong Economies and Democracy and both States hold UN membership but no Delegate as of yet.

New Aldaran eagerly awaits the decision of the League, and has elected an ambassador from IPsec to facilitate any negotiations deemed necessary.

Because that is not the purpose of the League. The League is a collection of Regions that wish to expand - why should we destroy the diversity that many Regions represent to create one Region?

And the Ille the France has a few hundred nations. You have enough. So stop trying to steal Nations from small Regions. :)

Although I'm in a large region, this is a good idea. I'll see if we can set up relations.

Larger regions aren't always what they are cracked up to be. I used to be a member of the Pacific. Moved to a small region started by VirginIncursion

It is league policy that Regions publicizing should avertise for the whole League. This becomes more difficult, though, because some of the Regions do not advertise at all, their Nations just do their issues and that's that. They remain just a tm away, though, and will help when needed.

It is also difficult to aid most of these Regions economically and militaristically when they do not fall into need and do not go to war.

Most members of the League at the moment are not active RPers, and those that are have not really engaged in conflict at this point (or have not informed the League if they have).

We are also still writing the Code of the League, which explains fully how the League should work. The first draft is up, but these things take time.

We have also got the interest of other, bigger, regions, interested in having agreements with the League.

I'm sorry if you think this is 99% Marketing, but I hope this clears this suspicion. If you join and fall into trouble, we would be here to help.

how many active, and continuously active people do you have, I can see you(Hakopam) and Spira guy.. but who else?

THE CODE OF THE LEAGUE OF SMALL REGIONS

Title I – Of the League in general

Article I
Definition

The League of Small Regions is an international organisation of Regions from the NationStates universe.

Article II
Purpose

The League’s purpose is to help members in establishing themselves as an important part of the NationStates universe.

Article III
Entry

Any Region with ten or less Regions may apply to join. To apply, the Region must post its intention to do so in the appropriate forums. The decision whether the Region joins or not is voted amongst current members. The Region becomes a member after a majority of current members have voted in favour and the entrance has been approved by the President of the League.

Article IV
Exit

A Region may leave the League at any time. To leave the League, the Region must inform the League of its decision through a post in the appropriate forums.

Article V
Changing the Code

This Code may only be changed through a Code Changing Bill. Any member may present a Code Changing Bill in the appropriate forum. The Bill must clearly state its intention and purpose, and must give a reason for the change.

Title II – Of Members

Article V
Rights

1. A member Region of the League of Small Regions has the following rights, which are to be respected by other member Regions:
a. A member has the right to ask for military and economic aid from any Nation from another member.
b. A member has the right to ask for Regional Delegates of other members to approve proposals from a Nation in that Region.
c. A member has the right to be heard in all matters related to the League.
d. A member has the right to propose changes to the League in the appropriate format.
2. The League has no right to interfere in the sovereignty of its members unless there are serious implications for the League as a whole or for its various members.
3. No member may attack, declare war or stop economic relations with another member without consent from the League as regulated by law.


Article IV
Duties

1. All members of the League have the following duties:
a. All members must aid another member when asked, except if they ask to be excused of this duty.
b. All members must attend and vote in discussions for which they are summoned.
c. All member of the League must respect the Code.
d. All members must comply with League regulations.
2. Those who fail to do this shall face a hearing in the League Court of Law.

Title III – Of the structure of the League

Chapter I – Of the President of the League

Article V
Definition

The President of the League is an individual from a Nation in Member Region, older than 35 years of age.

Article VI
Nomination

1. The President of the League is nominated by the Region which has the power to so at the time and is the Region representative at the same time.
2. A Region has the power to nominate the President of the League when regulated by law.

Article VII
Duties

The President of the League must:
a) Promulgate all bills put in front of him by the General Assembly except as regulated in Article VIII.
b) Moderate the debates in the General Assembly
c) Announce the enactment of new laws and important events

Article VIII
Exceptions

1. The President of the League may refuse to promulgate bills from the General Assembly when:
a. The bills are interfering with a nation’s sovereign rights.
b. The bills will damage the League as a whole
c. The bills will prevent the accomplishment of the League’s goals.
2. In the cases described in 1a and 1b, when the President does not wish to promulgate the bill, the bill goes back to the General Assembly. If two thirds of its members vote in favour, the President must promulgate the bill.
3. In the cases described in 1c, the bill in question is sent to the League Court of Law, where its validity will be determined as defined in Article ZZ.

Chapter II - Of the General Assembly

Definition

The General Assembly is the organ where the representatives of all regional representatives discuss matters concerning the League.

Article X
Representatives

The representatives of a Region is elected by the member Nations of that Region; each Region has one representative for every Nation in the Region

Article XI
Powers of the Assembly

The Assembly has the power to:
a) pass bills related to the economic, social and military concerns of the League
b) vote the entrance of members to the League

Chapter III - League Court of Law

Article XII
Definition

The League Court of Law is the place where justice is made in the name of the League.

Article XIII
Relevant Matters

These are matters to be reviewed by the Court:
a) the refusal of the President to ratify a bill approved by the Assembly on the grounds that it goes against this Code
b) any case of breach of the law by a member
c) the expulsion of a member

There are already a few details being fixed, but this is the current full draft.

Special Bill nr 1

When publicizing in the forum of NationStates or anywhere else, a Region must make mention of the League by placing a link to the League's thread on the jolt forum (http://forums2.jolt.co.uk/showthread.php?t=371324) or face penalties.

Okay, im going to be complicated now.

I liked the theory behind the code, But i'm not sure how it will work in practise

Because of that, I would like to be listed as a possible/probationary or a non-complete member of the League. When a war or some other thing like that breaks out, If I see members other than the active ones i have seen (Hakopam and Yevon), then I will join as a cdomplete memmber,a dn help out in that crisis. Until that time though, i will not request any assistance of the League. This probably seems complicated, but ill jsut make it a bit easier to understand:

My reasoning behind this is that I once started an alliance, around August 2003, when I was a newbie. It lasted a few weeks before all member nations save 2 or 3 were inactive, thus the disbanding of the alliance. Anyway, the theory is that alliances started by young nations do not often stand the test of time...

whilst another alliance I was in, started by an experienced player, dontgonearthere, the GDA, was started last year around early november and still exists...

We are a growing Region of only 4 States. While interested in growing, we have yet to decide if it is in our best interest to join any such affiliation. Regional Law dictates that no member of our Region may join the UN. Thusly, we maintain our independance from most unindependant thinkers and those we refer to as sheep. We believe that a nation is governed best when it retains its autonomy.

The region of Realiiity would love to watch for a bit. In our golden years, we were up to 40 nations, but sadly we have diminished to only 4. Even our founding nation, Rexusville, perished during the great famine that struck our region. The other three nations are very active, but The Sacred Republic of Schasse never talks. I believe they are boycotting us. The Sultanate of Spazzotron and The Principality of West Spazzotron are both pretty cool nations, but things were a little tense during their civil war when West Spazzotron won it's independance. Spazzotron and Sphinx the Great are both UN members

I'm not sure if they're puppets or not. People place their old or puppet nations there and just let them sit and wait to be deleted. The region is Elephant Graveyard.

Being or not being a UN member has no impact on the League or anyones membership. Though you may be able to persuade other UN members to side with you through the League and increase your representation.

The group is mainly dedicated to getting small regions together and offer a way to pool power when needed.

I was sent by DynamiCopr. The region is down to 10 nations with 20 nations buried there. 9 out of the 10 nations there are waiting to die so it should decrease even more.

thigpen, if you want, register on the invisionfree forum, sorry bout the name of it, we had a different forum, but it was deated, i wont go into detail, you can find it on the new one. there is a link on page 1. once youve registered, make a thread that says you are applying as a watcher. watchers can post and whatnot, they just dont have a vote...or something like that, again, im not completely familiar with the code...too long for me to read in its entirety.

i think that covers pretty much what got deated...

I think one of the problems is that I am far to causal in this. I mean seriosuly, 'hop on over to the forums' would normally be replaced by 'We would like to invite your esteemed delegate to view and join our forums so that we can process a motion of approval and vote over the status of your region joining the League of small regions.'... I'm considering this. We've got three nations in The Cluster, but I like being a small region. I like my regions like I like my dangling parts: Small and out of the way. Er...

well u see...the point of the league is to help regions grow..whether they grow or not is in the long run up to u...the league jus gets your name out and helps w/ protection

So then, for me, personally, the only plus would be protection.

Which begs the question, how, exactly does the League protect small regions? I'd like specifics.

we really havent had a prollem with that as yet. but here is pretty much what weve come up with

there are only 2 ways that i can think of where your region might be threatened:
1. RP - in the case of an RP war with any member, well get a bunch of other members together and come to assist you. this potetially includes one person (lapse) with a population of over 4 billion, as well as a couple others in the billions and a bunch of newer nations too.

2. region crashing - i dont remember how the debate on this one turned out, but i am prety sure that we decided that if your region was getting invaded, wed send our UN nations in to help. there are enough of these that we could potentially retain control of a small region until the founder could safeguard it.

if you got any other questions, feel free to ask, and i will answer to the best of my ability.

we have military power which is sufficient to more than obliverate most enemies of the league members...
