Issue to help my Economy

Is it possible to get an issue again that you have outlawed? What I mean is: I want the issue: Economic Collapse Looms! I want it to help my economy better but I have outlawed Capitalism when I first got the issue, when my nation was very young. I was unaware of how good it would help me. Is it possible to get this issue again even if I outlawed Capitalism?
(I would appreciate it if Mods and other Nations could comment on this)

You can certainly get some issues again - many times, in fact. There are a few where you might get an intermediary one - such as, in this case, one where you're encouraged to allow a little bit of capitalism - before you get the full one again. I don't know if this is the case here specifically.
But you will get pro-economy issues, and issues do repeat, so I wouldn't worry too much.

Ok, I'll use an example.
There's a Ban Gambling Issue. If you choose 'ban', I don't think you can get that issue again until you decide on a different issue, which is about allowing casinos back a bit.
In other words, you might get the economic collapse one again, yes, in which case you can change your mind. But if you don't, I think choosing pro-capitalist, pro-economy options will make it more likely you will get it eventually.
I can't give a definite answer, of course. But does that clarify?

It clarifies a little. Like banning Gambling in Child Casino Shock. I did that, my economy worsened, but got back to average. Then I got the issue again, and I accepted gambling to be legal and my economy went to Strong.
