You need to invite other people to your region. Once there, they must join - or already be in - the UN, and then endorse you. Once you have an endorsement, and so long as you have the most endorsements of anyone in your region, wait until the next update, and you'll become Delegate.

A note: to get people to join your region, you must follow the rules on recruiting.

Do not create other UN nations to get endorsements.

I believe you need two endorsements to get into the UN as a delegate.

Well, yes and no. They don't have delegate powers within the UN.

Regional Control is only alloted for the Founder, unless they give permissions to the UN Deligate or the Founder dies from inactivity. By default, the UN Deligate does NOT have any control over the region and the Founder doesn't have any control over the UN Deligate position.

Should only need one. You need two if you want to submit proposals though.
