Question about issues

Why am I suddenly getting all repeat issues? And they're not even older ones--usually they are ones I just had less that a week ago.

There are a limited number of issues, and the game selects randomly which issues your nation gets. Furthermore, not every issue applies to your nation. For example, if you have banned elections, you won't get an issue on adding more options to the electorial ballot.

If you mean 'go back and change your mind'...no, you can't. However, the upside of issue repetition is that if an issue crops up again, you can always vote a different way on it. So once you've voted to 'ban carrots', you can't unban carrots; if you get an issue about carrots again, though, you can then choose to 'legalise carrots'.
