OOC: I've never seen a mod's answer on this because I've never seen anyone else ask it. But none of the nations in my region have ever complained about what the others get up to, and most of my nation's "interactors" are outside my region.
If the nations in your region complain about the nations you interact with, then (a) look at them as if they were stark, staring mad or (b) create a puppet in a different region and interact all you want. It is okay to make puppets provided you don't let them join the UN.

Depending on what sort of interaction you want, of course. If you drop in at the Strangers' Bar at the UN, Neville the Barlord will pour you an Ardchoille uisquebaugh for free. You're bound to like it, if you've got any taste at all, and then -- wait, I'll get someone to send you a case, instead. Then maybe when you've finished it we can talk trade ... (thinks: If he can talk at all, after a case ... heh-heh-heh ...) -- Dicey Reilly, co-President of Ardchoille.
OOC: If several nations in your region want to interact with several nations in another region, talk it over with your Delegate or Founder first. You don't want to upset existing alliances or trading partners. But the nation-to-nation stuff knows no limits except basic etiquette, which you find out about by reading the stickies at the beginning of each forum.
