how do you send telegrams?

Click on the nation you want to send it to. If you haven't got a link to their nation, then type their name into the search field in 'The World', and then click on them. (To save doing this a lot, save nations yo will TG a lot in your Dossier.) Then, there should be a TG box at the bottom. Type it out, and press send.
