Hi, since 1 week a get issus i already had decided for my country. Is this nromal? What happens if I
1. dismiss them
2. bring them to law once again. Will it affect my country or not?
Does this game not has a memory which issus are solved and which not?

There are only about 190 issues, and so you can only get so many. After a while, they may start to repeat. (This concern, and others, is addressed in the Got Issues? forum.)
As for your questions:
1. we have always been told that dismissing issues has no effect on your nation;
2. as far as I know, legislating again on issues has the same basic effect. However, without having access to the coding information, I can't say whether the statistical impact would be the same each time. But largely, it seems sensible to assume that repeatedly legislating will, for the most part, continue to have much the same effect. (There will probably be exceptions to this.)

well but thats the point i have.
i i have forbidden guns already and the game has a variable for gun 0 and this costs me some civil rights points, what happens if i forbidd them once again. Do i lose civil right points again or is it just the same effect as dismissing the issue because it is already done?
Or if the usue wants me to rise the spending fo reducation but i have done it already. Will it rise or not because i have done this raising once?
Well would be interesting and nice if someone could say for sure
