Alliances are Recruiting?

I had been talking to a region trying to set up an alliance with them. The region was invaded. I went there and asked them if they want to create that alliance so we could help defend their region. Then I got this:

Since when? So if 1 region tries to create an alliance with another.... that is recruiting and therefore against the game rules?!?

I formed the UEA, which is a regional alliance between the United Emperies and the Holy Lands of Random Militants. Both sides agreed on a set of articles (sort of like a treaty) and no member nations moved between the regions. I also cannot see how this is recruiting, since I approached the founder and we set it up together. The only real requirement is that we have a "Region of the UEA" tag in our factbooks.

Right that is what i thought. I am creating an alliance organization as well. I contacted one and got warned by a moderator for recruiting in a player created region by trying to form a defensive alliance with them....
So... is creating alliances against game rules now?

I'm not sure, I'm not a moderator, so all of my posts could be wrong compared to what the moderators' judgements on these things are. Once a moderator sees this, they'll make an official reply.

we need mods here. It simply does not make sense. If we are creating an inter-regional alliance, we need to recruit these regions....

That is really not recruiting. I thought when I read it you were seriously just asking if they wanted you to come and defend them. I am totally confused.

Read the Technical section about the rules - by goint to another region and trying to set up an alliance, you are drawing attention to your region - (which I guess) is considered recruiting. Perhaps in the future just use TG or the offsite forum

Is this not in the right location? How long does it take for a mod to help out?
