Where are the population benchmarks for manufacturing your own ships/weapons/etc.

as long as you have the money to support the weapons you can have them, but your military should never be higher than about 1% of your nations population during peace time and never more than 5% during war, if under attack and loseing then it can go up as high as 7-10% but only if invaded and losing should this happen
