Going from Anarchy to Civil Rights Lovefest without hurting the economy

See topic. Can anyone give me any pointers about how this can be done? (If it can be done.) My current stats are Superb, Thriving, World Benchmark and I have a flat tax rate of 46%. I figured I need to raise taxes here and there but when I did so in the "Underclass drowning in debt" (or something like that) issue it knocked my economy down two steps. I managed to repair it by picking the third option in "Outsourcing an Outrage" but that obviously gave me the Anarchy status again.
Appreciate any help.
Economic strength has no bearing on your UN Category (I am a Left-wing Utopia with a Frightening economy). Economic freedom, however, does.
EDIT- There are some issues which relate to subsidisation of industry. Supporting these will hurt your economic freedoms (as well as having negative effects on the environment), but boost the economy at the same time. There are other things you can do, but I won't spoil them all. You'll figure it out on your own i'm sure. :)

Try making your government bigger. Agree with issues giving more government control without hurting your civil rights....
I think Civil Rights Lovefest requires atleast a medium-sized government....

Well, my government is described as omnipresent so I don't think that's the problem. I would also prefer to accomplish it without hurting the environment if that's at all possible.
I might figure out most of it on my own, but every once in a while you get hit by some unexpected effect so a few examples would be of great help.

Well, just like in real life, you cant really fund massive amounts of industry in a country without hurting the environment. You could counterbalance it by favouring renewable energy or something, though.
The issue I found most helpful was this one...
"Several major city streets were clogged with bicycles this morning, as the environmental group 'Two Wheels Good, Four Wheels Bad' staged a protest. Several hundred riders ambled through downtown streets, blissfully ignoring the torrent of abuse hurled at them by thousands of motorists running late for work."
If you elect to support the automobile industry, that'll do it. Any others i'll leave you to discover. :)

That would probably lower civil rights. Option 4 would be a better choice.
