As long as a founder remains in his/her region, he/she has control over it. The founder can be ejected by the UN delegate; however, that is frequently considered griefing and is not allowed. The founder can also prevent UN Delegates from accessing Regional Control, or eject the UN Delegate if there are problems.
Founding a region is generally a good idea, as the founder serves for life.
