Good evening, I am Neo Kervoskia of the Atharian Institute for Population Studies. This latest study was completed last week and is ready to be presented to you. This information can be used to control your regional population.
The Stabilization Trend
The characters AX mark the founding of the region. AX represents the founder. The bold italicized line marked as (1) represents the first period of immigration. The nations that arrive during this period are usually regarded as the "founding members". I use quoations around it because they did not actually found the region, however they form the base population. The base population is the amount of nations that immigrate to a region in the first period of growth. For example, if region XYZ experiences a first wave of immigration of five nations, that region's base population is five nations. The founder is not included because s/he created the region and is assumed to have done so, the idea by him or herself.

No matter how large the population becomes, the region will still have a base population of only five nations. Usually in this region's lifespan, the region's population will not decrease to a number below the base population which will from now on be referred to as the BP.During the early stages, a region will experience growth. In terms of population, the early period of thsi region will end when the first wave of immigration ends. For use of this idea, the amount of recruitment will be held constant, for the sake of simplicity.The region will be in stage (2). It is during this period, though not always, that the regional government is created and a constitution is written. The rate of immigration will decrease gradual, but most times the region will not decrease to an amount lower than when it was in stage (1). UN membership may also rise. The pattern will repeat itself.

Carrying Capcity
There exist in every region a carry capacity. This is simply the amount of members a particular region can hold before there is a decrease in population. This differs from the base population because a region can reach it's carrying capacity in any of the three stages of growth. In some regions, for example NationStates, the CC appears to be around 400. In other regions it may be as low as ten. Founders and recruiters would do well to record the CC of their region.

Why, you may be asking yourself, must a region take its CC into account when recruiting? On occasions, the if a population recruits more members than its CC rapidly, it risks losing its secondary member population. SMP can be found using this formula: CC- BP(base population) = SMP. They are referred to as secondary because they arrived after the inital founding of the region. They were not part of the "first wave" of immigration. New members create more work to be done for the regional government and it can serve as a threat to stability. New members are not aware of the customs and laws of the region. This could prove to be unattractive to the SMP and as a result they may leave for another region.

In extreme cases it would call for an end to recruitment for a certain period of time. It is not so much the amount whereas it is the rate of growth. If the rate of growth is too high, the population will become overwhelming if the proper measures are not taken. If it is too low, it could also lead to inactivity in a region and that could also lower the SMP.

Inflationary Population
One method that is used to increase the population of a region is inflationary population growth. As discussed earlier, population is measured in members which is any nation that is not considered a secondary member nation (SMN for short. An SMN is commonly referred to as a"puppet nation".) A founder, and/or other members, could create SMNs and treat them as actuall members. The purpose of this is too make the region's population appear larger than it actual is. A region could have two actual members and several dozen puppets.
This method works in small doses. If it is too rapid, it could give the region a bad reputation or make it appear desperate. It inflates the population. The amount that is suitable depends on the size of the region. In this case we are referring to member-created regions and the Pacifics and other like regions will not be covered here.The categories for such are listed below.

Type A- 1-25 members, maximum amount of IP is 2-3%
Type B- 26-50 members, maximum amount of IP is 2-4%
Type C- 52-120 members, maximum amount of IP is 2-5%
Type D- 121-300 members, maximum amount of IP is 3-7%
Type E- 301-575 members, maximum amount of IP is 3-8%
Type F- 576- 750 members, maximum amount of IP is 4-9%
TYPE G- 751-1,000 members, maximum amount of IP is 4-10%
Type H- 1,001-2000 members, maximum amount of IP is 4-12%
