When you get the issue "Suits in Protest", answer option 1 or 3. Option 1 got my economy from "Imploded" to "Fair", it's sure to work. Option 3 got another nation from "Very Strong" to "Powerhouse".
Also, the cold calling issue, option 2 will help your economy.
Those spring most easily to mind. However, any issue that increases funding for commerce or decreases taxes will help your economy.
