I have had many other nations and regions in the past, yet they all fall apart due to inactive members or conflict. All my regions had forums where our members could go... So what do I need to do to make a good region. I was an active recruiter, sending 30 messages a day on weekdays, more on weekends. Any advice would be appreciated.

You have to find a small group of dedicated people, create a forum, and then set up a regional government, putting one person in charge of recruitment, another to serve as UN delegate, another to be in charge of invading/defending if you like that kind of stuff...
...I'm basically describing what I did to create my current region, Athar, which is now thriving with a small but active population base and a clear government structure, with positions open. (If you don't want to create your own you can always come there, we'd be glad to have an active member.)
