There's a nation called The Undead Pirahna Kittens of Tehet Cats, and there was a roleplay involving some other cat-lovers here (http://forums.jolt.co.uk/showthread.php?t=429143), though it seems to have died.
You can find cats (or whatever your interest is) using the Search button at the top of each forum. Once you find the name of a cat-loving nation, you can check it out by clicking on its name on the left-hand side of the post. This should give you a menu that includes "Visit (Nationname)'s home page" ; click that and you're there.
If that doesn't work (with some of the older nations it may not), then go back to your own nation's home page, go to The World on the left-hand side of your nation's home page and type the name of the nation you want into the bar at the bottom of the World page. You don't have to have the region as well.
You can also try a search in NSWiki (http://ns.goobergunch.net/wiki/index.php/Main_Page).
