This may be very obvious but, is there a list of newly-formed nations that regions can use for recruitment? I know that many regions do it, and I have wondered how.

There isn't really a 'list' of newly formed nations; however, all new nations start out in the feeder regions (Feeder regions, defined as The Pacific, The North Pacific, The East Pacific, The South Pacific, and The West Pacific.). You can advertise your region there, but here are the rules for you to do so.

From the One-Stop Rules Shop: One ad per advertised region (NOT per posting nation) in any 24-hour period is the rule. Don't post if an ad for your region is still visible, even if it's been more than 24 hours.

i hate the way people advertise IN the message board
i mean tg new people directly i say
if they aren't bother they can just delete it
but in a message board, it disrupts conversations and is annoying to look at

Thats why region advertising is only allowed in the feeder regions, the rejected realms, and lazarus, on the message board. Any player created region cannot be advertised in, on the message board, unless there is a message in the regional description allowing recruiters to do so.

i know, but even there it is annoying for the residents who don't have a message board they could use

Creating a regional recruiting thread is perfectly legal in Gameplay, and only in Gameplay.
