levels of "freedoms"

What are the different levels under "Civil Rights", "Economy", and "Political Freedoms"?
I have difficulty figuring out how the different levels relate to each other. For example, is "benchmark" higher or lower than "excessive"?

Excessive means 'too many/much'; benchmark means 'a standard for others to follow'. Thus clearly excessive is more than benchmark.
