Why yes. Atheist Haven has it's own democratic Council, and we're in the process of making a Constitution.

If you are still looking for an active region, come to Aequitas. We will be starting elections on Friday. We are stable and were founded with the idea of a just and equal regional democracy. The Asian Continent (http://www.nationstates.net/cgi-bin/index.cgi/target=display_region/region=asian_continent) doesn't have a regional government, but it is active in matters of role play. We also don't care what form of government you have.

Why, Allied States has just what your looking for. We are growing, and we have recently formed a central government! We are willing to hold reelections for new members to gain positions!!
